This is a known issue with OS X Leopard. We have created this package to simplify the resolution of this issue for our users and any other Mac users. This fix is not provided by OS X Automatic Updates. To enable the Keyboard Viewer, Character Palette, and Japanese Kanji Palette just download, extract, and run this .pkg file.
